Energy Stocks: Energy stocks rise; Chevron up nearly 1%

Energy stocks gain, riding a wave of renewed optimism that a budget deal in Washington is within reach. Chevron has offered to pay $149 million to settle two civil lawsuits in Brazil related to an oil spill there in late 2011.
